Area Code 510 Tax Scam (IRS,CRA)

I have received 2 robocalls from this scammer, last one at 1430 today. I called back to see what I could find out about them and there are 2 people answering the phone, one male and one female. Both are ESL persons. Several calls the woman hung up on me when I pressed her for information, something the real IRS would never do. The message left on my voicemail is as follows: Filing a lawsuit against you and arrest warrant has been released on your name to get more information about this case file and arrest warrant from federal database please call immediately after the IVR recording at our headquarters number that is 510-851-0127. I repeat 510-851-0127. Internal revenue service agent is waiting for your call back. The carrier for this phone number is H2O wireless or New Cingular Wireless PCS, LLC. My caller ID says the number is based out of Hayward, CA with the name Lee Wood. Both persons provide fake names depending on how many times you call back (I called 6 times). They were told to remove my phone # from the call list and still called back. They claim to be in a satellite office of the IRS in a call center and give you bogus employee numbers - same person's voice different numbers. The last time I called I told them the phone # they were calling belongs to a minor child so stop calling, they called again. In one call I played along making up info in an attempt to get more information - phone # given was for another IRS scam line. The address they provided was the White House in Washington DC. I pressed them and said that 510 is a CA number- changed story to a call center. According to http://www.whycall.me/510-861-0127.html, the exchange 861 is managed by BLUE LICENSES HOLDING, LLC. The number is currently on switch number SNTDCAUJCM9 (switch is a technical specification, provided here for phone hobbyists)
