Claimed to be the IRS, stating I have a serious problem and will be arrested. Yea right. I get these type of calls often. It is clear that these phone lines originating in the US are then routed to a call center in another country. I am sure there is a cost to these people every time someone returns their call. Call them and wait til you hear a person on the other end, hang up and repeat over and over again.
